What is MDR on UPI Payments?

MDR (Merchant Discount Rate) is a fee charged by banks and payment processors when a customer pays a merchant via UPI. Since September 2026, the Indian government introduced a 0.4% MDR on UPI transactions above ₹2,000. Transactions up to ₹2,000 remain free.

This means if a customer pays ₹10,000 to a merchant via UPI, the merchant loses ₹40 to MDR. On ₹50,000, the loss is ₹200. On ₹1,00,000, it's ₹400.

Is splitting UPI payments into ₹1999 legal?
Yes. The government gazette notification (September 14, 2026) states that UPI transactions up to ₹2,000 are exempt from charges under Section 10A of the Payment and Settlement Systems Act, 2007. Each ₹1,999 payment is a legitimate individual transaction below the MDR threshold.
Which UPI apps work with these QR codes?
All UPI apps including Google Pay, PhonePe, Paytm, BHIM, Amazon Pay, WhatsApp Pay, and any other UPI-enabled application. The QR codes use the standard UPI URI format (upi://pay).
Is my UPI ID safe?
Absolutely. This is a 100% static website. All processing happens locally in your browser. Your UPI ID is saved only in your browser's localStorage and never leaves your device. Nothing is sent to any server.
What is the maximum amount I can collect?
There is no maximum. The tool works for any amount. For example, ₹5,00,000 becomes 250 × ₹1,999 + 1 × ₹500 = 251 QR codes. Each individual transaction stays at or below ₹1,999, keeping it MDR-free.
Does the customer pay any extra charges?
No. UPI transactions up to ₹2,000 are completely free for both merchants and customers. The customer pays exactly ₹1,999 (or the remaining amount) with zero fees.
